What this amendment would do
This amendment, submitted by Mr. HUSTED, aims to add a new section (Section 1252) to bill S. 4784. Its purpose is to require the Secretary of Commerce and the Secretary of State to create a detailed report on the artificial intelligence (AI) capabilities of the People's Republic of China (PRC).
The amendment would change the bill by adding a mandatory reporting requirement. This report must be submitted within 180 days of the Act's enactment and then every year for the following 3 years to specific Senate and House committees.
The report is intended to provide a comprehensive look at the PRC's AI power, including:
- Hardware and Manufacturing: Assessments of AI chips, semiconductor fabrication facilities, manufacturing equipment, and electronic design automation software.
- AI Models and Research: Analysis of advanced AI models (including their size and performance), emerging AI research, and the funding supporting these developments.
- Robotics and Applications: Reports on humanoid robot manufacturers and AI-powered applications.
- Infrastructure and Strategy: Details on computational capacity, the PRC's regulatory framework for AI, and their efforts to influence global AI standards.
- Security and Export Controls: Evaluations of how U.S.-controlled chips are diverted to the PRC and the overall effectiveness of U.S. export controls.
