What this amendment would do

SA 6299, submitted by Ms. Collins, aims to add a new section (SEC. 850) to bill S. 4784. The purpose of this amendment is to regulate the wearing of optional combat boots as part of a required uniform for members of the Armed Forces.

The amendment would require the Secretary of Defense to create regulations within two years that prohibit wearing optional combat boots unless they meet the following criteria:

  • The boots are entirely manufactured in the United States.
  • The boots are entirely made of materials grown, reprocessed, reused, or produced in the United States.
  • The components are manufactured entirely in the United States and made of the materials mentioned above.

The amendment provides two specific carve-outs to these rules:

  • Waiver: A member can receive a waiver if they provide a medical justification authorized by their commanding officer.
  • Exception: The requirements do not apply to members in a combat arms military occupational specialty who are in a deployed status.

For the purpose of this amendment, optional combat boots are defined as combat boots not furnished to the member by the Secretary of Defense, and a required uniform is a uniform a member is required to wear as a member of the Armed Forces.
