What this amendment would do
SA 6269, submitted by Mr. Schatz, aims to add a new section (SEC. 1050) to bill S. 4784. The purpose of this addition is to require a report on how the Civil-Military Coordination Center (the "Center") enforced and monitored ceasefire violations between the Israel Defense Forces and Hamas in Gaza.
The amendment requires the Secretary of Defense and the Commander of the United States Central Command to provide a report to Congress within 90 days of the Act's enactment. This report must include:
- An overview of the monitoring process for the Israel-Hamas ceasefire that started in October 2025.
- The number of ceasefire violations registered by the Center.
- An assessment of the Center's ability to intervene and the number of violations averted.
- Assessments of casualties, targets, and damage for each violation.
- An assessment of civilian casualties in Gaza caused by these violations.
- An assessment of how the "yellow line" factored into casualties and violations.
The report must be submitted in an unclassified form, though it is allowed to have a classified annex.
