What this amendment would do
SA 6268, submitted by Mr. Schatz, aims to add a new section (SEC. 2873) to bill S. 4784.
The purpose of this amendment is to:
-
Stop the reprogramming of funds to pay for the reconstruction of United States or partner country facilities and installations damaged by Iranian strikes unless there is explicit authorization in an Act of Congress.
-
Require a report from the Secretary of Defense to congressional defense committees within 180 days of the Act's enactment. This report must provide a comprehensive assessment of damage and costs to United States facilities and installations from Iranian strikes during the 2026 conflict with Iran.
The required report must include:
- Estimated costs to rebuild the facilities and installations as they were before the conflict.
- An assessment of whether they need to be rebuilt to the same specifications.
- A determination of the resilience of each facility and installation based on Iranian strike capabilities.
- A recommendation on whether to rebuild the facility or installation at its current site, a new location, or not rebuild it at all.
