SA 6265, submitted by Mr. Schatz, aims to add a new section called "Contract Transparency for Privacy" to bill S. 4784.
The purpose of this amendment is to increase accountability regarding how the Department of Defense handles contracts involving the surveillance of people. Specifically, it seeks to change the bill by adding the following requirements:
-
The Secretary of Defense must disclose to Congress any contract terms related to the domestic surveillance, tracking, or monitoring of United States citizens or nationals, which includes data analytics, querying, or collection.
-
The Secretary of Defense must notify Congress within 30 days if any waiver or exemption is issued for these contract terms. This notification must include the duration, the scope of the waiver, and the rationale.
