What this amendment would do
SA 6258, submitted by Mr. Schatz, aims to add a new section (Section 823) to bill S. 4784. The purpose of this amendment is to stop the Department of Defense from using funds to buy products made with oppressive child labor.
The amendment adds the following requirements:
-
Funding Ban: Department of Defense funds for fiscal year 2027 cannot be used to knowingly buy products produced or manufactured, even partially, by oppressive child labor.
-
New Rules: The Secretary of Defense must work with the Department of Labor to create rules within 90 days of the Act's enactment. These rules will require contract offerors to certify they made a good faith effort to ensure oppressive child labor is not used in the contract.
-
Definition: The term oppressive child labor is defined by section 3 of the Fair Labor Standards Act of 1938.
