What this amendment would do
SA 6257, submitted by Mr. Schatz, aims to add new requirements to an existing initiative designed to improve how military criminal investigative organizations prevent and fight child sexual exploitation.
The amendment seeks to change and add the following:
-
Partnerships: The Secretary must seek partnerships and collaborative agreements with functional experts, such as local law enforcement training centers or national child protection organizations, that have expertise in identifying, investigating, and prosecuting online child sexual exploitation. This includes experts in U.S. territories and near military installations abroad.
-
Mandatory Training: The Secretary must create mandatory training for Department of Defense criminal investigative organizations and other appropriate personnel at military installations inside and outside the contiguous United States, including U.S. territories. The goal is to keep the capacity to investigate child exploitation consistent despite staff relocations or turnover.
-
Overseas Opportunities: The Secretary of Defense is tasked with exploring opportunities, based on current memoranda of understanding, in at least two countries and at least three U.S. territories that have military installations.
