What this amendment would do
The Rights for the TSA Workforce Act is an amendment proposed by Mr. Schatz to be added to bill S. 4784. Its primary purpose is to transition the Transportation Security Administration (TSA) workforce from its current personnel management systems to the provisions of title 5, United States Code.
The amendment aims to change and add the following to the bill:
-
Personnel Transition: It mandates that TSA personnel management systems and related policies cease to be effective by a date determined by the Secretary, and no later than December 31, 2026.
-
Employee Protections: It ensures that covered employees do not suffer a reduction in adjusted basic pay or law enforcement availability pay during the conversion. It also preserves accrued leave and eligibility for certain pay premiums.
-
Collective Bargaining: It applies chapters 71 and 77 of title 5 to screening agents, allowing them to remain eligible to form a collective bargaining unit with national-level bargaining.
-
Accountability and Oversight: It requires the Comptroller General to submit reports on several areas, including:
- Recruitment efforts for veterans and Armed Forces members.
- Implementation of the transition.
- Equitable promotion and leadership diversity.
- Workplace safety regarding harassment and assault.
-
Additional Requirements: The amendment requires the Administrator to brief Congress on assaults and threats against screening agents since January 1, 2019, and to communicate with organizations representing Federal air marshals regarding mental health, suicide rates, and morale.
