What this amendment would do

SA 6253, submitted by Mr. Schatz, aims to add a new section to title XII of bill S. 4784. The purpose of this addition is to require the Secretary of Defense to create a report analyzing how United States sanctions have impacted the military capabilities of the Russian Federation and the Islamic Republic of Iran.

The amendment requires the report to include the following:

  • An analysis of how sanctions affected the overall readiness and reorganization of the armed forces of both nations.
  • An assessment of the health of their domestic defense industrial bases from 2018 to January 2026 and if those bases met military demands.
  • Identification of military technology areas that were halted or stunted.
  • The impact on proxy forces' ability to conduct operations outside their borders and any alternative support they found.
  • Whether sanctions meaningfully deterred aggression from both countries.
  • Specific details on how sanctions affected the Islamic Republic of Iran's ability to respond to Operation Epic Fury, including resource coordination.
  • The effectiveness of sanctions on the Islamic Republic of Iran's ability to rebuild its ballistic missile program following Israel's strikes in June 2025, and if sanctions combined with Operation Epic Fury strikes make a meaningful difference in that reconstitution.
