What this amendment would do
SA 6251, submitted by Mr. Schatz, aims to add a requirement for a report on the exposure of United States installations in the Persian Gulf to attacks.
The amendment proposes that the Secretary of Defense, working with the Secretary of State as needed, provide a report to the House and Senate Committees on Armed Services. This report must analyze risks from state and non-state actors, specifically focusing on vulnerabilities to attacks from the Islamic Republic of Iran.
The purpose of the report is to include:
-
A battle damage assessment of Iranian drone and ballistic missile attacks from 2026, including damage costs, impacts on readiness, and remaining vulnerabilities.
-
An assessment of necessary site hardening, preparation measures taken for previous strikes, and the impact on future operations if hardening is not completed.
-
An analysis of capabilities to handle drone attack waves and the cost of countermeasures, including any costs shared by host nations.
-
A joint assessment by the Secretary of Defense and Secretary of State on how Iranian targeting of these installations affects bilateral relations with host nations, including their views on security benefits and hosting liabilities.
The report must be unclassified but include a classified annex.
