What this amendment would do

SA 6156 aims to modify how Congress reviews sanctions related to the Russian Federation by amending the Countering America's Adversaries Through Sanctions Act.

The amendment intends to change or add the following to the bill:

  • Expansion of Review: It adds any Executive order regarding the national emergency declared in Executive Order 14024 to the sanctions subject to review.

  • Energy-Related Actions: It adds actions, including licensing actions, relating to sanctions on Russian Federation crude oil, petroleum products, natural gas, or other energy products to the review process.

  • Review Period: These energy-related reviews start on the date the subparagraph is enacted and end when the Secretary of State certifies that the Russian Federation has ended its war in Ukraine and committed to a just peace settlement that includes compensating Ukraine for war damages.

  • Exceptions: It adds exceptions to the initial congressional review period for energy products used for:

    • Health or safety of an energy transport vessel crew.
    • Emergency repairs or environmental protection for an energy transport vessel.
    • Urgent needs to mitigate economic impact in a foreign jurisdiction that is not the Russian Federation.
