What this amendment would do
This amendment, proposed by Mr. Cruz, Mr. Fetterman, and Ms. Slotkin, aims to add a new section to the Energy Policy and Conservation Act.
The purpose of this addition is to stop the Secretary from exporting or selling petroleum products from the Strategic Petroleum Reserve to the following:
- The People's Republic of China
- The Democratic People's Republic of Korea
- The Russian Federation
- The Islamic Republic of Iran
- Any entity owned or controlled by the countries listed above or the Chinese Communist Party
The Secretary can bypass this prohibition by issuing a waiver if they certify that the sale or export is in the national security interests of the United States.
Additionally, the Secretary must create a rule to carry out this section within 60 days after the Banning SPR Oil Exports to Foreign Adversaries Act is enacted.
