What this amendment would do
SA 6106, submitted by Mr. HUSTED, aims to add a new section to bill S. 4784. The purpose is to require a report on the domestic production of ferrosilicon and silicomanganese.
The amendment would require the Under Secretary of Defense for Acquisition and Sustainment, working with the Director of the Defense Logistics Agency, to provide a report to congressional defense committees within 60 days of the Act's enactment.
The report must assess the following:
- The operation, capacity, scale, and utilization of domestic production facilities.
- If domestic production is sufficient to meet Department of Defense steel requirements for the next 10 years.
- The supply chain reliability, country of origin, and volume of imports used for defense steel manufacturing.
- The economic feasibility of sustainable domestic production, specifically comparing domestic costs to global prices and assessing overcapacity and foreign subsidization.
- Available Federal programs and authorities that support domestic production of these materials.
