What this amendment would do
SA 6048, submitted by Mr. Padilla, aims to add a new section (SEC. 1094) to bill S. 4784. The purpose of this amendment is to transfer administrative jurisdiction over specific federal lands in Tuolumne County, California.
The amendment proposes the following changes:
-
Land Transfers: It transfers approximately 160 acres of National Forest System land to the Secretary of the Interior to be managed as part of Yosemite National Park. In exchange, it transfers approximately 170 acres of National Park System land to the Secretary of Agriculture to be managed as part of Stanislaus National Forest.
-
Administrative Adjustments: The Secretary of Agriculture and the Secretary of the Interior are allowed to mutually agree on minor corrections and adjustments to the transferred land to help with management.
-
Hazardous Substances: The amendment requires the identification and notification of any known sites containing hazardous substances. It maintains that the Secretary of Agriculture remains responsible for cleanup on the land described in subsection (a)(1), and the Secretary of the Interior remains responsible for cleanup on the land described in subsection (a)(2).
-
Existing Rights: The amendment states that it does not affect valid existing rights or the terms of existing leases, permits, licenses, easements, or withdrawals, though the new managing agency will be responsible for administering them.
