What this amendment would do
SA 6041, submitted by Mr. Padilla, aims to add a new section (SEC. 1094) to the bill. The purpose of this addition is to require a study by the National Academy of Sciences regarding Federal reservation systems used for recreational activities on Federal land.
Purpose and Changes
The amendment adds a requirement for the Secretaries of the Interior, Agriculture, and the Army (acting through the Chief of Engineers) to jointly agree with the National Academy of Sciences to conduct a study. This study is designed to:
-
Review the history and efficacy of reservation systems like recreation.gov, including visitor feedback and scientific literature.
-
Address specific questions regarding the benefits and challenges of these systems, such as resource protection and visitor experiences.
-
Investigate whether these systems create barriers for certain communities or user groups to access recreation.
-
Examine best practices for system design, the collection and spending of fees, and the odds of successfully securing a reservation.
-
Analyze how systems handle emerging technologies like bots, third-party reselling websites, and cyber threats.
-
Explore ways to reduce "no shows" and determine if increasing first-come, first-served opportunities would improve equitable access.
The amendment requires the National Academy of Sciences to submit a report with the results of this study to the appropriate committees of Congress within 18 months of the agreement.
