What this amendment would do

This amendment, submitted by Mr. Marshall, aims to add a section to bill S. 4784 to establish the President's Council on Sports, Fitness, and Nutrition.

The purpose of this Council is to advise the President on progress and recommend actions to improve sports, fitness, and nutrition. Specifically, the amendment aims to add the following:

  • Membership and Leadership: The Council will have up to 30 members appointed by the President for 2-year terms. It will be managed by an Executive Director designated by the President.

  • Key Recommendations: The Council is tasked with recommending strategies to:

    • Reestablish the Presidential Fitness Test as the main tool for a Presidential Fitness Award.
    • Promote school-based programs and challenges that reward physical education.
    • Expand sports and fitness participation at local, State, national, and global levels.
    • Set fitness goals for American youth.
    • Create events that highlight health traditions, military readiness, and American sports.
    • Partner with community groups, nonprofit organizations, sports organizations, professional athletes, and influential figures to promote nutrition and active lifestyles.
    • Address national security threats caused by sedentary lifestyles, chronic diseases, and childhood obesity that impact military and workforce readiness.
  • Administration: The Secretary of Health and Human Services will provide technical and administrative support, as well as funding, depending on appropriations Acts. Members serve without pay but may receive travel reimbursement.

  • Duration: The Council will end 2 years after the Act is enacted unless the President extends it.

  • Funding Use: Money appropriated for the Presidential Youth Fitness Program can be used to set up the Presidential Fitness Test in U.S. schools.
