What this amendment would do

SA 6028 is an amendment proposed by Ms. Rosen and Ms. Cortez Masto to modify the military land withdrawal of the Fallon Range Training Complex in Nevada. It aims to change and add specific requirements regarding road management, road reconstruction, and the treatment of livestock grazing permits.

Roads and Infrastructure

  • It adds Sand Canyon Road, Red Mountain Road, and East County Road to the management of withdrawn and reserved land.
  • It makes the Secretary of the Navy responsible for the timely maintenance of certain roads.
  • It exempts Churchill County, Nevada, from maintenance and liability requirements set by the Bureau of Reclamation or the Bureau of Land Management if the county designates those roads as minor County Roads.
  • It establishes that road reconstruction and relocation requirements are met once the road is built, open for public access, and certified by a written letter from impacted counties to the Secretary of the Navy.

Livestock Grazing Permits

  • It expands the factors used to determine compensation for grazing permit holders, including losses of forage, water rights, market value of base property, and operational costs.
  • It mandates that compensation account for the permit holder as an integrated livestock operation rather than just the administrative value of the permit.
  • It prohibits the Secretary of the Interior from modifying grazing permits and the Secretary of the Navy from limiting permit holder access to allotments until payment has been received and accepted by the permit holder.
  • It requires the Secretary of the Navy to provide reimbursement payments for losses—such as forage and transportation costs—incurred after a permit is amended but before full payment is completed.
  • It authorizes the necessary funds to be appropriated to the Secretary of the Navy to carry out these requirements.
