What this amendment would do
The Connected Vehicle Security Act of 2026 is an amendment intended to be added to bill S. 4784. Its purpose is to protect the economic and national security of the United States by restricting the use of connected vehicles and their components from specific foreign sources.
The amendment aims to add the following to the bill:
-
Prohibitions on Connected Vehicles: Starting January 1, 2027, it prohibits the importation, manufacture, sale, or resale of connected vehicles that are designed, developed, or manufactured in a covered country (North Korea, China, Russia, and Iran) or by a foreign entity of concern.
-
Restrictions on Software and Hardware:
- It prohibits the integration of covered software from covered countries or foreign entities of concern into vehicles manufactured for model year 2027 or later.
- Starting January 1, 2030, it prohibits the integration of vehicle connectivity system hardware from covered countries or foreign entities of concern, with certain exceptions for repairs and warranties for older models.
-
Enforcement and Oversight:
- It gives the Secretary of Commerce the power to prohibit specific transactions that threaten national security and to issue authorizations for certain vehicles or components if they do not pose an undue risk.
- It establishes civil penalties for violations, which must be at least $1,500,000 or five times the value of the transaction.
- It requires the Secretary to submit annual reports to Congress on enforcement activities and a specific report on the resilience and security of the automotive supply chain.
-
Future Regulations: The Secretary is required to create final regulations by December 31, 2028, for connected vehicles weighing more than 10,000 pounds.
