What this amendment would do

The amendment, known as the Strengthening the Rule of Law in the Brazilian Amazon Act, aims to add a new section to bill S. 4784 focused on improving the Brazilian Amazon.

Its purpose is to address criminal activities and environmental damage through the following actions:

  • Investment and Economics: It suggests the United States International Development Finance Corporation identify viable economic opportunities and investment risks in the region and report these findings to Congress.

  • Fighting Crime: It allows the Secretary of State to provide technical assistance and capacity building to help Brazil disrupt criminal networks involved in illegal logging, mining, fishing, and wildlife trade, as well as associated corruption and financial crimes.

  • Community Support: It directs the Secretary of State to provide assistance for lawful livelihoods and the advancement of local communities, including indigenous and Afro-descendent groups.

  • Accountability and Reporting: It requires reports to Congress on the progress of these efforts and a specific report on drivers of deforestation, including the role of the People's Republic of China and the goods entering the United States market.

  • International Finance: It suggests the Secretary of the Treasury use U.S. influence at international financial institutions to prioritize development in the Brazilian Amazon and oppose loans that worsen deforestation.
