What this amendment would do
SA 5957, submitted by Mr. Kaine, proposes to add a new subtitle to bill S. 4784 called the North Korean Human Rights Reauthorization Act of 2025. The purpose of this amendment is to address human rights violations in North Korea and provide support for refugees.
The amendment aims to change and add the following to the bill:
- Reauthorizations: It extends several programs and reporting requirements from the North Korean Human Rights Act of 2004, moving their expiration or applicable dates to October 18, 2030.
- Refugee Support: It directs the Secretary of State and Secretary of Homeland Security to work with Korean-American and faith-based groups to resettle refugees in areas with existing Korean-American communities. It also requires the publication and broadcasting of resettlement guidelines.
- Accountability and Sanctions: It authorizes sanctions against individuals who knowingly force the repatriation of North Korean refugees.
- Government Appointments: It requires the Secretary of State to report to Congress if the position of Special Envoy for North Korean Human Rights Issues remains vacant.
- Information and Aid: It updates the agency responsible for broadcasting into North Korea to the United States Agency for Global Media and requires reports on how the North Korean regime exploits humanitarian aid.
- Sense of Congress: It outlines official positions urging China to stop forced repatriations, calling for the repeal of draconian North Korean laws, and expanding the Rewards for Justice program to include North Korean officials who provide evidence of crimes against humanity.
