What this amendment would do
This amendment, submitted by Ms. Duckworth, aims to add a section to title 10 of the United States Code to permanently establish the Joint Department of Defense-Department of Veterans Affairs Medical Facility Demonstration Fund.
The purpose of this addition is to:
-
Establish a Fund: Create a fund on the books of the Treasury under the Department of Veterans Affairs to help jointly fund combined Federal medical facilities.
-
Manage Funding: Allow the Secretary of Defense and the Secretary of Veterans Affairs to transfer authorized and appropriated amounts into the fund. It also allows transfers from specific medical care collections.
-
Define Use of Funds: Use the money for operations at these combined facilities, which includes real property maintenance, capital equipment, and minor construction projects that do not require specific legal authorization. This includes facility operations for the Captain James A. Lovell Federal Health Care Center.
-
Set Rules for Administration: Require an executive agreement between the two Secretaries to administer the fund and create an integrated financial reconciliation process.
-
Clean Up Law: Repeal section 1704 of the National Defense Authorization Act for Fiscal Year 2010.
-
Require Reporting: Mandate a joint report to be submitted within 180 days of the act's enactment listing medical facilities that should be designated as combined Federal medical facilities.
