What this amendment would do
This amendment, submitted by Mr. HUSTED, aims to add a new section to the bill titled "Report on Artificial Intelligence Power of the People's Republic of China."
The purpose of this addition is to require the Secretary of Commerce and the Secretary of State to submit a detailed report to the House Committee on Foreign Affairs and the Senate Committee on Banking, Housing, and Urban Affairs. This reporting process would begin within 180 days of the Act's enactment and continue annually for 3 years.
The amendment seeks to change the bill by adding a mandatory requirement to track and assess the advanced artificial intelligence (AI) capabilities of the PRC, specifically focusing on:
- Hardware and Manufacturing: Assessments of AI chips, semiconductor fabrication facilities (both logic and memory), manufacturing equipment, and electronic design automation (EDA) software.
- AI Models and Research: Analysis of advanced AI models, emerging research, and the computational capacity available within the PRC.
- Robotics and Applications: Evaluation of humanoid robot manufacturers and AI-powered applications.
- Funding and Governance: Tracking of public and foreign capital flows, the PRC's regulatory framework for AI, and their global standards diplomacy efforts.
- Security and Trade: Analysis of how U.S.-controlled circuits are diverted to the PRC, the use of remote computational resources to bypass export controls, and the overall effectiveness of U.S. export controls.
