What this amendment would do
SA 5871, submitted by Mr. Daines, is an amendment to bill S. 4784. This bill focuses on authorizations for fiscal year 2027 regarding the Department of Defense, military construction, and Department of Energy defense activities.
The purpose of this amendment is to change how certain Air Force activities for the Sentinel intercontinental ballistic missile program (formerly the ground-based strategic weapon program) are treated regarding environmental reviews.
Specifically, it aims to ensure that military construction and land acquisition functions for this program are not considered a major Federal action under the National Environmental Policy Act of 1969 or an undertaking under division A of subtitle III of title 54, United States Code, if the following two conditions are met:
- The activity happens on land that was previously developed.
- The activity does not substantially change how the land is used.
