What this amendment would do

SA 5569, submitted by Mr. Markey and Mr. Padilla, aims to add a section to bill S. 2 that limits legal settlements.

The purpose of this amendment is to stop the use of Federal funds, including money from the Judgment Fund, for any legal settlements or arrangements regarding matters covered by the January 20, 2025, Presidential memorandum titled Temporary Withdrawal of All Areas on the Outer Continental Shelf from Offshore Wind Leasing and Review of the Federal Government's Leasing and Permitting Practices for Wind Projects.

It prevents money from being spent on cases related to the specified memorandum.
It applies regardless of any other provision of law.
