What this amendment would do

SA 5552, submitted by Mr. Padilla, aims to add a new section regarding a Revised Use-of-Force Policy to amendment SA 5453.

The purpose of this amendment is to stop the release of funds for the Department of Homeland Security until the Secretary of Homeland Security creates and submits a revised use-of-force policy to specific Senate and House committees.

The policy must be functionally equivalent to the Department of Justice Policy On Use Of Force found in chapter 1-16.000 of the Justice Manual.
This policy would apply to all officers and agents performing immigration enforcement operations.
