What this amendment would do

This amendment, submitted by Mr. Padilla, aims to add a section to the bill regarding a Department of Homeland Security briefing and report.

The purpose is to require the Secretary of Homeland Security to provide a briefing and a written obligation plan to specific House and Senate committees within 30 days of the Act's enactment. This report must cover funding from the "One Big Beautiful Bill Act" and include:

Actual obligations and expenditures.
Resource projections for the rest of the fiscal year.
Identification of contracts that last beyond the current fiscal year.

Additionally, the amendment adds a limitation stating that funds in this Act will only be available for obligation if the briefing and report are submitted on time.
