The purpose of this amendment is to prohibit the use of funds from that title to detain or remove individuals who meet the following criteria:

They are recipients of deferred action under the Deferred Action for Childhood Arrivals program.
They have a renewal of I-821D and I-765 pending with U.S. Citizenship and Immigration Services.
