S.Amdt. 5476

SA 5476, submitted by Ms. Slotkin, aims to stop certain funds from being used to retrofit or convert facilities for immigration detention.

The amendment prohibits the use of funds for these purposes if the facility meets any of the following:

• Was originally built for industrial or commercial use.
• Was not intended for human habitation.
• Lacks adequate sewage capacity.
• Is within 1/4 mile of a residential neighborhood.
• Is within 1 mile of an elementary school.
• Does not have support from local elected officials for the conversion or retrofitting.
• Is in a State that already has another facility with open detention beds.
