What this amendment would do
SA 5432, submitted by Mr. Schiff, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a section regarding a deficit-neutral reserve fund. This fund relates to prohibiting the Federal Government from the widespread aggregation of private medical record information of Federal employees.
Specifically, the amendment aims to:
- Allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels in the resolution.
- Allow adjustments to the pay-as-you-go ledger for legislation, motions, or reports that prohibit the aggregation of Federal employee medical records, such as treatment history, prescriptions, and medical visits.
- Ensure that such legislation does not increase the deficit between fiscal years 2026 and 2035.
