What this amendment would do

SA 5431, submitted by Mr. Blumenthal, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund regarding the prohibition of immigration enforcement actions at sensitive locations when there are no exigent circumstances.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
