What this amendment would do
SA 5430, submitted by Mr. Merkley and Mr. Ossoff, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:
- Prohibiting Members of Congress, their spouses, and their dependent children from trading and holding stocks, non-diversified mutual funds, exchange traded funds, commodities, futures, event contracts, and digital assets.
- Establishing penalties for those who do not comply.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
