What this amendment would do
SA 5429, submitted by Mr. WELCH, aims to add a new section to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund for legislation that condemns terrorist violence by settlers in the West Bank.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, motions, or conference reports related to condemning this violence.
This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
