What this amendment would do

SA 5428, submitted by Mr. WELCH, aims to add a new section (SEC. 3003) to the end of title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for legislation that condemns the Government of Israel for the killing and arbitrary detention of United States citizens in the West Bank.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for relevant bills, resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
