What this amendment would do

SA 5427, submitted by Mr. WELCH, aims to add a new section to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on preventing the removal of Palestinians from the Gaza or West Bank.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports related to preventing the removal of Palestinians from Gaza or West Bank.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
