What this amendment would do

SA 5424, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund would allow the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation related to creating a Government Accountability Office portal.

The portal is intended for the public to submit allegations of abuse or mistreatment by:

  • Officials of or individuals working for Federal agencies conducting immigration enforcement related activities.
  • U.S. Immigration and Customs Enforcement.
  • The Department of Homeland Security.
  • U.S. Customs and Border Protection.
  • The Postal Investigation Service.

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
