What this amendment would do
SA 5422, submitted by Mr. Blumenthal, aims to add a new section to the congressional budget resolution for fiscal year 2026 (S. Con. Res. 33).
The purpose of this amendment is to create a deficit-neutral reserve fund to support legislation that prevents the immigration detention or deportation of law-abiding United States veterans, servicemembers, and their families.
Specifically, it would allow the Senate Budget Committee Chairman to adjust budgetary levels and the pay-as-you-go ledger for legislation that:
- Prohibits the Department of Homeland Security or the Department of Justice from detaining or deporting these individuals.
- Does not increase the deficit between fiscal years 2026 and 2035.
