What this amendment would do

SA 5421, submitted by Mr. Blumenthal, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund to support changes to border security and immigration enforcement policy undertaken by the President after Operation Metro Surge.

The amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports from the Committee on Homeland Security and Governmental Affairs or the Committee on the Judiciary.

This includes legislation that could stop the immigration detention or deportation of veterans, law-abiding members of the Armed Forces, or their families.

The amendment requires that such legislation does not increase the deficit between fiscal years 2026 and 2035.
