What this amendment would do
SA 5420, submitted by Mr. Booker, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund for "orderly immigration processing."
It aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation relating to orderly immigration processing.
This legislation may include stopping the Department of Homeland Security from wasting resources by stripping legal status from and re-vetting refugees who were previously vetted and resettled.
The amendment specifies that this is allowed as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
