What this amendment would do

SA 5419, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting public safety.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to protecting public safety.
  • This legislation may include prohibiting Federal funding for private, for-profit detention centers.
  • These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
