What this amendment would do

SA 5418, submitted by Mr. Booker and Mr. Kim, aims to add a Deficit-Neutral Reserve Fund Relating to Protecting Public Safety to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions relating to protecting public safety.

These legislative actions may include stopping the Department of Homeland Security from purchasing, renovating, or contracting for warehouses used to detain noncitizens. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
