What this amendment would do

SA 5416, submitted by Mr. Bennet, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to improve medical oversight in immigration detention. This may include:

  • Ensuring access to mental health care or medical care.
  • Tracking deaths.
  • Reporting on serious medical incidents.

This amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
