What this amendment would do

SA 5413, submitted by Ms. Rosen, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for increasing the compensation and benefits of Transportation Security Administration personnel who perform aviation security screening activities.

This change would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.

These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
