What this amendment would do

SA 5412, submitted by Mr. Bennet, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on:

  • Supporting community safety.
  • Prohibiting any action that reduces resources for collaborative partnerships between health professionals and law enforcement.

This would allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, committee allocations, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
