What this amendment would do

SA 5411, submitted by Mr. Kelly, aims to add Section 3003 to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to protect military families. This includes potential legislation that would stop the use of Federal funds for the forced removal and detention of noncitizen children, spouses, or parents of military veterans or United States servicemembers.

To achieve this, the Chairman of the Senate Committee on the Budget may:

  • Revise aggregates, other appropriate levels, and allocations of committees.
  • Make adjustments to the pay-as-you-go ledger for related reports, motions, amendments, bills, or joint resolutions.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
