What this amendment would do

SA 5408, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to help veterans avoid foreclosure.

It allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation focused on lowering costs for veterans. This specifically includes:

  • Purchasing loans for veteran borrowers.
  • Providing more manageable loan terms.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
