What this amendment would do

SA 5406, submitted by Mr. Booker, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund for providing veterans with quality state homes.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions.

This applies to bills, joint resolutions, amendments, motions, or conference reports focused on providing veterans with quality housing. This may include increased funding for the construction and modernization of State homes.

The change is permitted provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
