What this amendment would do
SA 5405, submitted by Mr. Booker, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for efforts to lower gas prices.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports related to lowering gas prices.
- This may include increasing funding for the Commodity Futures Trading Commission to improve enforcement and oversight of market manipulation and insider trading in oil markets.
The amendment specifies that such legislation must not increase the deficit between fiscal years 2026 and 2035.
