What this amendment would do
SA 5404, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to support rare disease patients. This would allow the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, allocations, and the pay-as-you-go ledger for legislation related to:
- Investing in rare disease research.
- Maintaining adequate staffing levels at the Food and Drug Administration and the Department of Health and Human Services.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
