What this amendment would do
SA 5403, submitted by Mr. Booker, aims to add a section to the concurrent resolution S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to maternal health.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to:
- Allocations of committees or committees.
- Aggregates and other appropriate levels in the resolution.
- Pay-as-you-go ledger for specific legislative items.
These adjustments apply to bills, joint resolutions, amendments, motions, or conference reports concerning maternal and infant health, which can include extending Medicaid program coverage for postpartum individuals. This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
