What this amendment would do
SA 5402, submitted by Mr. Booker, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding access to health care coverage.
It would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These actions apply to legislation relating to repealing the semiannual Medicaid eligibility redetermination requirements from the One Big Beautiful Bill Act, which the text states strip coverage from eligible Americans through administrative burden and paperwork.
This is permitted provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
